Position Title: Grants Officer in MADANI Project

FHI 360 is currently recruiting for the position of Grants Officer, for MADANI Civil Society Support Initiative, a 5-year USAID-funded civil society strengthening project in Indonesia that began implementation in January 2019.  The project focuses on developing the capacity of civil society organizations to increase accountability and tolerance at in 32 districts in six provinces: Banten, West Java, East Java, Central Java, West Kalimantan and South Sulawesi.

Position Description:

Under the supervisor of the Grant Manager and as part of the Grants Team, the Grants Officer will conduct pre-award assessments for the project’s subawards and lead the administrative and financial oversight of all subawards in selected districts. S/he will review all partners’ financial reports for financial accuracy, compliance with subgrant agreement terms, and USG and FHI 360 rules and regulations and ensure that expenditures incurred by the sub-awardees and sub-contracts are within the agreed upon budget and fit within the overall scope of the activity.  The Grants Officer will provide guidance and technical assistance to improve grantees understanding of financial accounting and their award terms and conditions.

Job Summary / Responsibilities:

Pre-award activities

Provide support to grant candidates in proposal and budget development as well as assist in finalizing their program scopes of work (SOWs) and work plans.

Lead the pre-award review of all potential partners highlighting their technical, programmatic, financial and admin capacity for receiving, custody and expenditure as well as monitoring and reporting on subsequent project funds, ensuring pre-funding conditions as per the partners finance and admin guidelines are met.

Ensure proper negotiation of terms and conditions for grants including all pre-award assessments.

Finalize grants documentation including partner selection justifications, budget negotiation memorandum, and other USG and FHI 360 certification documentation.

Post-award activities

Review grantee programmatic and financial reports and ensure timely financial disbursements and compliance with grants financial management policies;

Monitor grant expenses against approved budgets and provide regular financial data to the senior leadership team to inform overall project spending;

Review grant activities for compliance with USG rules and regulations, as well as FHI 360’s policies.

Maintain accurate and complete files of grants documentation.

Ensure accurate grant close-out processes are complete and up to date.

Qualifications:


At least five years’ experience of grants management and/or program finance experience required.

Bachelor’s Degree in accounting, finance, business, or related discipline. An advanced degree preferred.

Demonstrated skills in effectively working, coordinating and negotiating with local institutions and organizations, donors – USAID experience required.

Experience in capacity building.

Strong interpersonal and analytical skills.

Excellent written and oral communication skills.

Fluency in Indonesian and English required.
