A. BACKGROUND:

Government has launched social forestry programs decades ago, with main purpose to improve community welfare through better community-based forest management that based on protection principles.  Over the time, government have applied different scheme to implement the social forestry program. Most current direction is social forestry will be managed directly by community through hutan desa or village forest.

In the Forestry’s RPMJ 2015-2019 it was targeted a total area of 12,700.000 ha forest will be managed under social forestry regime, unfortunately up to dates, only small proportion has been achieved. Of the social forestry national target, about 47,105 ha forest has been set for West Papua Province. Over the years, few permits have been granted for hutan desa in West Papua, namely in Kaimana and Sorong Selatan District. However, due to technical and social constraints there no field activities, which in turn, these permits have rebuked. Currently about 14 hutan desa exist in West Papua, mainly in Fakfak District, with total area of 25.323 ha (over half of total targeted for West Papua). But with no existing village forest management plan (RPHD) nor management activities in the field. Conservation International has been requested to support the implementation of hutan desa at the Kampung Obadari, Fakfak.  

As outlined by Direktorat Jenderal Perhutanan Sosial dan Kemitraan Lingkungan, Minister of Environment and Forestry, Decree No.P.16/PSKL/Set/PS/0/12/2016, the main component of RPHD are 1) delineation of boundary; 2) zonation; 3) utilization plan and management; and 4) monitoring, reporting and evaluation.

To meet the requirement, Conservation International is seeking consultant to assist with collecting biophysics and social-economic data for development of RPHD Obadari and conduct basic training for hutan desa management committee.

B. OBJECTIVES:

The main reasons for having two research assistants are to increase sampling efforts to get better understand data for forest potential in the study area. The assistants main objectives are to assist vegetation surveys including collecting and logging all specimens collected, preparing voucher specimens; conduct interview with communities on the resource usages and or under the supervision of lead researcher, conduct forest inventory of commonly use forest species (timber and non timber).

C. TIMELINE: This Work will be effectively for approx. 90 days from September to November 2020.

D. REQUIREMENT:

1.      Minimum sarjana's degree in forestry and understand survey design.

2.      Have direct work experience or participate in biodiversity or forestry surveys for at least 3-5 years.

3.      Have knowledge and understanding of the use of GPS and drone

4.      Have skills and experience in planning and implementing forest inventory

5.      Familiar with research activities and research communities in West Papua

6.      Have experience and willingness to work with local communities and NGOs.

7.      Have the willingness and commitment to follow the work plan.
