PROJECT: United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in
Indonesia
OVERVIEW:
The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. At the provincial level, the project provides support to Jakarta and Papua provinces.
SUMMARY:
The Monitoring and Evaluation Officer will be primarily providing support in collecting and analyzing key HIV and TB logistics data and reporting for supply chain management of GHSC-PSM projects in Indonesia. M&E Officer will assist M&E Manager and other technical teams for regular reporting and provide key learning for the improvements of the project and for the key partners. S/he will assist M&E Manager in collecting supply chain data to support M&E reporting, developing relevant databases and M&E tools, perform data cleaning, data analysis and ensure data is available. The position will work with technical teams to ensure timely, quality supply chain and project reporting. The position will also collaborate with Indonesia MOH (Subdit HIV AIDS, TB, Jakarta PHO and other project area). This position reports to M&E Manager of GHSC-PSM project in Indonesia.
RESPONSIBILITIES:
Responsibilities may include, but are not limited to, the following:
Assist M&E Manager in developing relevant databases and M&E tools for HIV and TB projects
Document project progress and results such as activity reports, SOP, tools development, lessons learned, success stories
Update supply chain data to relevant dashboard or existing management information system such as ARV drugs dispensing,
Collect and manage relevant data for monthly project report
Compile monthly supply chain data for HIV laboratory such as VL, cartridges, review data quality for monthly supply chain reporting
Collect, verify relevant data for project M&E indicators and reporting
Support the M&E Manager in managing other tasks as and when required
QUALIFICATIONS:
Bachelor’s Degree in Public Health, Statistic, Pharmacy, Communication, ITC, logistics, business administration or relevant degree
Minimum of two years’ experience in Monitoring, evaluation in private sector or development sectors in health programs, TB and/or HIV is a plus
Experience in data management including data collection using quantitative and qualitative methods, data cleaning, and analysis
Experience in data visualization and infographics is a plus
Understanding Information Technology and any MIS system would be advantage
Understanding of health commodity supply chain concepts is a plus
Experience with database development, research methodologies, studies and evaluation activities
Ability to work with computer programs typically used for data management, analysis and reporting, such as Excel/SPSS/R or other tools, presentation software, infographic
Time management skills, strong attention to details and accuracy in data and analysis
Ability to work independently and able to work with minimum supervision
Good writing and communication skills in both Bahasa Indonesia and English
SUPERVISION AND DIRECTION:
The Monitoring and Evaluation Officer will be supervised by the GHSC-PSM M&E Manager or his/her Designee.
